Since 2005, Terre des hommes’ Regional Office advocates for the better protection of children from the worst forms of exploitation and trafficking in Europe.

The context

In the four countries of intervention the political changes brought with them sweeping decentralization, large social changes and the dissolutions of welfare systems. With extremely low wages in the public sector, social safety nets are more theoretical than real and vulnerable children are often left without any services available to them. Attracted by the promises of regional integration, these countries very much listen to the guidance issued by the European Union. This is why Tdh has decided to advocate for changes at the regional level too.

Children in Europe

  • In 2010 10,700 unaccompanied minors requested asylum in EU Member States (European Migration Network) and up to 50% of foreign unaccompanied minors placed in institutions in Europe disappear. (Tdh Research)
  • 19% of children in Europe are at risk of poverty (European Commission)
  • Roma represent 50-80% of trafficked victims in Europe – 20% of which are children (European Roma Rights Center)

  • The double mandate of the Regional office in Budapest is to assist the work of the Tdh Delegations in Albania, Kosovo, Moldova and Romania and to enhance Tdh regional advocacy based on lessons learnt from the field. The final aim of the office is that children in situations of vulnerability access minimum standards of services at national and transnational levels.
  • Thanks to harmonised tools and methodologies, the Regional Office promotes services that ensure that the rights of children are respected, protected and fulfilled – and that the best interests of the child prevail. Services should be available in the children’s countries of origin as well as in countries of transit and destination..
  • The Regional office also advocates towards national and regional policy makers to address the vulnerability of children – with a special emphasis on children on the move. Since advocacy at national level is mainly done by delegations, the Regional office provides continuous assistance in developing advocacy strategies and ad hoc assistance on specific topical issues.
  • Given the nature of work of the Regional office, highlighting issues related to mobility in Europe, its work is done in collaboration with other European partners, and most importantly with the International Federation of Terre des hommes. The exchange on messages and information is mutual ensuring an effective advocacy on both ends.
