This document attempts to define and institutionalise Terre des hommes’ fields of intervention, approach, framework and limitations. The document is meant for use by Terre des hommes employees, in order to share a clear and harmonised vision of the organisation’s mandate and provide orientation for protecting children in humanitarian crises, while taking into account different contexts and response phases. It also provides
partners and donors with a clear understanding of Terre des hommes’ mandate for the sake of coordination and transparency.
