General description The Tdh A2J Programme in the MENA Region is recruiting for the position of a Regional Advisor looking for a strong experienced professional who is technically strong, results-oriented, people-skilled, dynamic and proactive. The successful candidate will focus on and will play a crucial role in providing hands on technical assistance and programmatic support to A2J interventions and deliverables as included in the different contracts in each of the countries of the region. S/he will also support on the development of programmatic tools and publications at regional and country level.

  • Provides technical programmatic support to the different country teams in alignment with the contractual commitments;
  • Ensures quality delivery and contextual adaption of Tdh’s Access to Justice Programme building evidence-base in line with the regional strategic priorities. Supports technically the A2J MENA Strategy 21-24 conceptualization and roll out process;
  • Supports and promotes in-house expertise on A2J-related issues and programmatic approaches in MENA at national and regional levels. Supports in building competencies and capacities of A2J team in the different countries of the region;
  • Supports the development of the A2J program portfolio in MENA;
  • Supports the development and the internal and external dissemination of MENA A2J publications, advocacy/policy initiatives and tools/models of action;
  • Commits to respect and proactively act upon accordingly with Tdh Child Safeguarding Policy (CSP), Tdh Code of Conduct and Tdh Protection from Sexual Exploitation and Abuse (PSEA) Policy.
  • Advanced University education in law, sociology, politics or related field;
  • Proficiency in English is mandatory; Arabic is a strong asset;
  • Minimum 6 to 8 years’ experience in a position with similar responsibilities, including regional;
  • Sound technical knowledge of the child justice domain and practical experience accordingly, preferably within the MENA region;
  • Strategic spirit and capacity for innovation;
  • Ability to federate and create trusting relationships. Skilled at networking, representation and partnership development in order to promote learning, strengthen civil society and mobilise resources;
  • Excellent communication (quality writing and presentation);
  • Respect for institutional values, processes and rules;
  • Excellent management of time and priorities;
  • Good knowledge of networks active in child justice-related areas;
  • Mastery of the basic computer tools (Word, Xcel, PPT etc).

Context Terre des hommes Foundation (Tdh) is the leading Swiss child relief organization, based in Lausanne (Switzerland). The Access to Justice (A2J) Programme currently operates at global, regional and national levels. Particularly in the MENA region, the A2J Programme is solidly operating in 6 countries (Jordan, Lebanon, Egypt, Iraq, Palestine and Afghanistan) plus the regional component. The current portfolio, which has substantially increase in the last two years, condenses a myriad of programmatic interventions in key areas such as deprivation of liberty, alternatives to detention and diversion, legal pluralism (criminal, administrative and personal status jurisdictions, including a component on customary justice), gender justice, prevention of extremist violence and prevention of youth delinquency, as well as reintegration of children offenders and those victims / survivor of violence, including of gender-based violence. In addition to the field operations, the regional programme includes strong work on regulatory/policy, capacity building and advocacy angles.
