|General description||Tdh is registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children's lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes. Tdh started its operations in Iraq in December 2014, responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing emergency assistance in child protection, juvenile justice, education, and WASH. In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women. As of December 2021, with its 120 staff employees, Tdh is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates, working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan, and the Headquarters (HQ) in Lausanne, Switzerland.|

General Responsibilities :
The Head of Programme (HoP) is responsible for the overall programmatic strategy of Tdh Iraq operation and for ensuring timely and adequate technical inputs, contributing to the quality assurance of program implementation across the project development and implementation cycle. The position ensures that Tdh projects bring a significant contribution to meeting immediate humanitarian needs and ensuring programmatic strategies are in place to ensure sustainable solutions for the affected individuals, with a focus on children and youth, applying a gender sensitive lens.
The HoP will support an integrated programme and approach across the country strategy, managing effectively technical coordinators and managers in the Child Protection, Education, WASH and Access to Justice sectors across all programs. The role will provide day-to-day management and support to a diverse team and will ensure effective planning, coordination, implementation, learning and reporting takes place. The HoP will ensure the delivery of donor contractual obligations and will work closely with the Country Representative (CR) and the Senior Management Team (SMT) on funding strategy, proposal development and financial management as well.
The HoP is a key senior position in the Tdh Iraq country set up, responsible for cross-cutting programmatic themes, sound programme design and, of overseeing that information from assessments, monitoring and evaluation processes is consistently reflected upon to improve ongoing projects and it is incorporated into high-quality grant proposals and reports. S/he plays a key role in strategy development and its adherence and ensuring that policies, systems, and people are continuously and accurately working in a coordinated manner to ensure that a coherent and comprehensive programme is designed and implemented. The Head of Programme is also responsible for fundraising activities and external representation and will act as the primary focal point for Tdh programming portfolio in Iraq.
Main Responsibilities :
Program Strategy and Development
Constant & in-depth analysis of the humanitarian and development context.
Propose new programme development aligned with Tdh global and Mena specific strategies.
Foster synergies between programme areas and sectors, promoting an integrated approach.
Drive innovative programmatic actions.
Lead the integration of gender, protection, conflict sensitivity, mainstreaming and safeguarding across all programmes, in adherence to Sphere & CHS standards.
Design, contribute and/or lead assessments for emergency or longer-term programming.
Frequent travel for direct support to field sites, representation and identification of opportunities for organisational growth.
Staff Management and Capacity building
Direct line management of the Technical Coordinators, Programme Managers and Officers /Specialists.
Ongoing development of team composition and structure, development of JDs, Recruitment and Orientation of staff and consultants.
Staff development and capacity building, well-being and performance review.
Program Quality and Management
Provide oversight, guidance and leadership to all aspects of program development and implementation.
Ensure effective programme planning, coordination as well as efficient implementation of all projects.
Overseeing systems and tools for efficient project cycle and grants management, ensure a coordinated approach to risk-management in cooperation with relevant stakeholders.
Coordination of technical support from relevant stakeholders by developing quality approaches.
Evidence-based approach to dissemination of lessons learnt and best practices.
With support from Quality and Accountability department, ensure timely monitoring and evaluation of the operation.
Ensure Field Offices implementation of programmes.
Fundraising and Grants Management
Lead the planning and development of concept papers, budgets and project proposals.
Assist the CR in establishing, developing and maintaining donor relations.
Ensure up to date fundraising annual plan, donor mapping database and pursue funding opportunities in all Tdh competencies areas.
Coordinate the capacities of the technical coordinators, program managers and SMT to identify and materialize opportunities.
Revision of final reports and proposals.
Stay abreast of donor requirements.
Lead and oversee the implementation of the communication plan, ensure Tdh’s visibility at all levels.
Oversee the design and implementation of the partnership strategy.
Promote localisation agenda within Tdh Iraq.
Lead the process of identification of local partners and develop partnership.
Improve partnership practices, capture lessons learned and best practices.
Oversee the ongoing development of partner tracking systems, due diligence and capacity development processes.
Coordination and representation of Tdh
Establish strong and efficient partnerships with organisations, donors and authorities.
Increase/cultivate the visibility and credibility of Tdh programme in the country and maintain close relations with all relevant stakeholders.
Advocate about Tdh programme in Iraq with government, donors and humanitarian stakeholders in cluster meetings, workshops, conferences and in other relevant fora.
Represent Tdh Iraq programme to funders and potential donors.
Act as a proactive member of the SMT, promoting and role-modeling values.
Master’s degree in political science, international development, humanitarian assistance or any other relevant field.
Minimum 6 years of progressively responsible experience in program management, leadership, and design developing and leading integrated and complex program portfolios – preferably experience in the Middle East.
Proven experience in both development and humanitarian and/or conflict affected countries settings.
At least 4 years' experience with people management with proven leadership experience with experience managing multi-disciplinary teams of diverse cultural backgrounds.
Solid experience in project development and management; including ability to lead on assessments, design, implementation, monitoring; with good skills in donor reporting, accountability, and compliance.
Demonstrable experience in the nurturing of organisational learning with the ability to draft strategies/frameworks.
Proven experience in effectively coordinating with National Governments, International and National NGO partners, UN and coordinating with donors.
Extensive knowledge of UN, US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals, contract management including consortia grants.
Excellent coordination, communication, organizational and planning skills; with the ability to work flexibly in a diverse team in a dynamic environment, fostering a positive working environment, and manage issues sensitively and diplomatically.
Strong capacity building, facilitation, and presentation skills with the ability to develop strong interpersonal relationships to facilitate communication and support partners and staff.
Strong understanding of localization agenda as well as partnership approaches and tools in strengthening programmatic and organisational capacities of civil society organisations.
Commitment to integrate gender, protection, conflict sensitivity and accountability into programming.
Keen understanding of the complexities in the Middle East region, especially of Iraq.
Full professional proficiency in English is mandatory; knowledge of Arabic is desired.
